If authorized by its voters, Harris County Fresh Water Supply District No. 1A (the “District”) may levy and collect a Maintenance and Operation Tax to be used for improvements to the Districts facilities, plants, equipment, and other associated expenses. The District may also levy a debt service tax rate used for paying outstanding debt of the District, which is different from the maintenance and operation tax.
The District needs an operation and maintenance tax to fund for planning, constructing, acquiring, maintaining, repairing, and operating all necessary land, plants, works, facilities, improvements, appliances, and equipment of the district and other related fees necessary to provide water and sewer services to District customers.
Yes, indirectly. If the District has an operation and maintenance tax, then the Board of Directors of the District will have the authority to decrease the water and sewer rates. Currently water and sewer bills are higher to supplement the District’s inability to levy an operation and maintenance tax. Water and sewer bills are paid on a monthly basis. Operation and maintenance tax is paid once a year.
The maintenance and operation tax rate will not exceed $1.00 per $100 of taxable value. Currently the projections for the amount of maintenance and operation tax that would be levied is much lower than $1.00.
No, the District needs the approval of its District authorized voters in order to levy an operation and maintenance tax.
A Town Hall meeting will be held on March 2, 2023 at 6:00 pm, J.D. Walker Community Center. This is an opportunity for District customers to learn more about the maintenance and operation election.

Election day will be held on May 6, 2023 from 7:00 a.m. to 7:00 p.m. (**subject to change**)

Early voting will be held on: (**subject to change**)

  • Monday April 24, 2023 through Saturday, April 29, 2023 from 7:00 a.m. to 7:00 p.m.
  • Sunday, April 30, 2023 from 12:00 p.m. to 7:00 p.m.
  • Monday, May 1, 2023 through Tuesday, May 2, 2023 from 7:00 a.m. to 7:00 p.m.

Please note, Harris County has authorized county wide voting on election day, which means that a voter can vote at any election location provided by Harris County on election day.

The District Owns:

  • 2 Water Plants
  • 4 Lift Stations
  • 1 Storm Equalization Facility
  • 11 miles of waterline
  • 9 miles of sanitary sewer line

The operation and maintenance tax allows the District the ability to construct, improve, maintain, and operator current and additional facilities to provide water and sewer services. It also gives the District the ability to provide police, trash, and park services.
